Abstract

As the axis of lifelong education, literacy must continue to be improved because the literacy level of a nation is positively correlated with the quality of life and the progress of the nation. In order to achieve, this study aims to compile an Academic Draft Project of Makassar City Regional Regulation on Strengthening Literacy Culture as a basis for argumentation in designing public policies regarding strengthening literacy culture in Makassar City.The preparation of this academic manuscript was carried out using data collection and data analysis methods. The method of data collection was carried out qualitatively, namely through literature or literature studies and by conducting interviews.The result of the research is that literacy culture is an important requirement in realizing community welfare and avoiding the negative impact of civilization progress, so public policies are needed to regulate and maximize the strengthening of literacy culture in Makassar City.
