PENERAPAN STRATEGI PENDEKATAN COLLABORATIVE PLANNING PADA POLITEKNIK STIA LAN MAKASSAR

Abstrak
Penelitian ini bertujuan untuk melihat sejauh mana penerapan pendekatan collaborative planning dalam meningkatkan kualitas dokumen Perencanaan pada Politeknik STIA LAN Makassar. Latar belakang penelitian ini didasari oleh kondisi dimana proses penyusunan dokumen perencanaan masih didominasi oleh pendekatan top-down. Artinya, perencanaan lebih banyak diarahkan oleh kebijakan tingkat atas tanpa melibatkan partisipasi yang memadai dari pemangku kepentingan di tingkat pelaksana atau penerima manfaat. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif melalui wawancara, observasi dan dokumentasi untuk mengumpulkan data primer dan sekunder. Hasil penelitian ini menunjukkan bahwa pendekatan collaborative planning telah diterapkan, namun belum secara optimal karena adanya kendala dan permasalahan, seperti proses yang masih didominasi oleh pihak manajemen dan perencana formal, sementara keterlibatan dosen, tenaga kependidikan, dan mahasiswa belum optimal, adanya keterbatasan waktu dalam penyusunan dokumen, dan jumlah formasi fungsional perencana yang masih belum terpenuhi. Penelitian ini menawarkan kebaruan dengan mengkaji penerapan pendekatan collaborative planning dalam konteks institusi pendidikan pemerintahan, yang selama ini relatif kurang mendapat perhatian dalam literatur perencanaan publik. Temuan penelitian ini tidak hanya memperkaya diskursus teoritis mengenai perencanaan kolaboratif di lingkungan birokrasi pendidikan, tetapi juga memberikan implikasi praktis berupa rekomendasi penguatan mekanisme partisipatif, tata kelola perencanaan, serta peran perencana sebagai fasilitator kolaborasi dalam meningkatkan kualitas dokumen perencanaan kelembagaan.
