Pengembangan Program Persiapan Pensiun Bagi Pegawai Negeri Sipil Kota Gorontalo

Abstrak : Menjelang masa pensiun, Pegawai Negeri Sipil diperhadapkan dengan masalah penyesuaian diri dalam situasi baru (re-orientation), menetapkan pilihan-pilihan dan menikmatinya (stabilitas), mengatisipasi ketidakberdayaan karena kondisi usia lanjut, serta menanggulangi minimnya dana pensiun yang akan diterima, sehingga memberikan dampak negatif dari segi finansial dan mental. Oleh sebab itu, dibutuhkan pengembangan program persiapan pensiun yang bertujuan untuk memperkecil dampak negatif yang akan terjadi. Penelitian ini dilakukan dengan metode survai dengan menggunakan desain penelitian deskriptif untuk menjaring kebutuhan pegawai menjelang masa pensiun serta pertimbangan pihak pengambil kebijakan di Kota Gorontalo, melalui proses Analisis Kebutuhan Diklat sebagai dasar penyusunan sebuah program pelatihan pasca pensiun (post-service training). Hasil penelitian menunjukan bahwa terdapat 35,76% calon pensiunan membutuhkan pelatihan kewirausahaan dengan merencanakan untuk memulai usaha baru pada bidang peternakan, jasa boga, perikanan, jasa transportasi, jasa pendidikan dan pertanian. Kemudian terdapat 64,23% calon pensiunan tidak membutuhkan pelatihan karena mereka memilih untuk melakukan aktivitas pribadi dengan mengunjungi anak cucu dan melakukan kegiatan keagamaan lainnya.

Abstract : Beyond retirement, civil servants are having certain problems in dealing with new situations (re-orientation), setting options and enjoyment (stability), anticipating disabilities due to the condition of old age, as well as tackling the lack of pension funds that carries negative impacts in terms of financial and psychological effects. Therefore, retirement preparation programs are needed to minimize such impacts. This research was conducted by using survey method, and descriptively designed by Training Needs Analysis process on preparing a post-service training. These terms applied in order to encompass the needs of employees beyond retirement, as well as the considerations of policy makers in Kota Gorontalo. The results showed that there were 35.76% prospective retirees need some entrepreneurial training in several business activities, such as animal husbandry, catering services, fisheries, transportation services, educational services  and  agriculture. Then, there were 64.23% prospective retirees did not need training because they has chosen to do personal activities, such as visiting their grandchildren and relatives, and actively involved in certain religious activities.
