DUKUNGAN SISTEM APLIKASI PELAYANAN KEPEGAWAIAN (SAPK) ONLINE DALAM PENGELOLAAN KEPEGAWAIAN PADA BADAN KEPEGAWAIAN DAERAH KABUPATEN BARRU

Abstrak
Penelitian ini membahas dukungan Sistem Aplikasi Pelayanan Kepegawaian (SAPK) online dalam pengelolaan kepegawaian pada Badan Kepegawaian Daerah Kabupaten Barru. Metode kualitatif deskriptif digunakan dengan mengumpulkan data melalui pengamatan, wawancara dan telaah dokumen. Hasil penelitian mengungkapkan beberapa hal antara lain: pendataan pegawai secara keseluruhan melalui SAPK sejak diterapkannya belum pernah dilakukan, namun segala urusan kepegawaian tetap berproses secara inkremental melalui SAPK dan database yang disempurnakan melalui data PUPNS; pengolahan data belum berjalan dengan baik; prosedur dan tata kerja belum dilakukan tepat waktu; SDM pengelola SAPK belum pernah mengikuti pelatihan. Teknologi Informasi sudah cukup baik karena sudah dilengkapi komputer dan juga jaringan internet walaupun dengan bandwidth yang masih rendah. Hal tersebut menunjukkan bahwa Dukungan SAPK online pada BKD Kabupaten Barru belum optimal.

Abstract
The problem analyzed in the study was about supportting a Computerised Personnel Management Service System (SAPK) at the Local Personnel Board (BKD) of Barru Regency. This study applied a descriptive method with a qualitative approach. Data was gathered using observation, interview and document analysis.The results of the study revealed several findings, such as: a comprehensive employee data entry through SAPK had not been performed yet, though all personnel data transactions were performed incrementally through SAPK, and database was updated through PUPNS; data processing had not been well-executed; work procedures had not been done on time, and employees managing SAPK had not ever been trained yet. The Information Technology was adequate as it had been equipped with computers and networks, although with quite low bandwidth. This showed that support of online SAPK at BKD of Barru Regency had not been optimum.
