Implementasi Kebijakan Transportasi Kota dilihat Dari Aspek Ketersediaan Sumber Daya Manusia (Studi Kasus Kota Makassar)

Abstrak : Masalah transportasi di Kota Makassar sudah berada pada kondisi yang sudah memprihatinkan dimana para pengguna jalan tidak lagi merasa nyaman, aman dan tenang berkendaraan disebabkan karena kemacetan, kecelakaan, dan pelanggaran lainnya, para pengguna jalan tidak lagi peduli pada peraturan lalu lintas dan angkutan jalan yang telah dikeluarkan pemerintah, yakni Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan. Hasil penelitian menunjukkan bahwa ketersediaan sumber daya manusia (implementor) pada Dishub Kota Makassar belum memadai baik kuantitasnya maupun kulaitasnya, sehingga berdampak pada sistem transportasi di Kota Makassar belum efektif dan efisien.Untuk itu Dishub Kota Makassar seyogianya memfokuskan pada pengadaan dan pengembangan sumber daya manusia dalam rangka mewujudkan transportasi dalam Kota Makassar yang efektif dan efisien (tertib, nyaman, aman dan murah).

Abstract : Transportation problems in Makassar has already been in quiet poor conditions that road users have no longer feel comfortable, safe and quiet driving due to congestion, accidents, and other violations. Road users have no longer care about traffic rules and road transportation laws which was issued by the government, such as Law No. 22 of 2009 on Traffic and Transportation. The result of this research showed that the availability of human resources (implementor) in Makassar City Transportation Service Unit is inadequate both in its quantity and quality. Thus, the impact on the transportation system in the city of Makassar was still ineffective and inefficient. In relation to that Makassar City Transportation Service Unit should focussed on recruitment and human resource development, in order to create effective and efficient transportation in the city of Makassar (orderly, comfortable, safe and cheap).
