Mengakselerasi Gerakan Pembangunan Di Provinsi Papua

Abstrak :Â Pemerintah Daerah seharusnya memiliki Pernyataan visi dan misi yang menjadi tonggak kesepahaman bersama semua pelaku pembangunan untuk menyamakan gerak langkah guna mengaktualisasikan segenap potensi yang dimiliki oleh setiap kabupaten
dan kota menuju cita-cita sejati pembangunan, yaitu menjadikan masyarakat lebih sejahtera dan bermartabat. Oleh karena itu, penelitian ini mencoba memetakan potensi perekonomian dan membandingkannya dengan pernyataan visi dan misi kabupaten/kota di Provinsi Papua sehingga dapat diperoleh gambaran umum mengenai kemampuan akselerasi pembangunan di setiap kabupaten/kota. Penelitian ini bersifat
deskriptif. Populasi dalam penelitian adalah seluruh kabupaten/kota di Provinsi Papua, yaitu sebanyak 28 kabupaten dan 1 kota. Berdasarkan area cluster sampling, dipilih 3 kabupaten di bagian utara, 4 kabupaten/kota di bagian tengah, dan 3 kabupaten di bagian selatan Provinsi Papua. Analisis data dilakukan dengan menggunakan model
Tipologi Klassen, yang memetakan sektor ke dalam 4 kuadran. Kemudian
membandingkannya dengan pernyataan visi dan misi masing-masing kabupaten/kota. Hasil analisis menunjukkan bahwa masing-masing kabupaten/kota memiliki perbedaan karakteristik sektor unggulannya. Terdapat dua sub sektor yang unggul dihampir semua daerah, yaitu: perikanan dan kehutanan. Secara kumulatif terdapat 86 sub sektor unggulan yang dimiliki oleh semua kabupaten/kota, namun hanya 34
sub sektor yang tersirat secara jelas dalam pernyataan visi dan misi masing-masing kabupaten dan kota.

Abstract : Regional Government should have vision and mission statements as milestones of agreement with all the actors of development to equalize motion steps in order to actualize all the potential of each of regency and city to reach the ideals of development, i.e.to make more prosperous and dignified society. This research is to chart the potential
economy and compare it with the vision and mission statement of regencies and cities in Papua Province, in order to obtain general overview on the ability of accelerating development in each of regency and city. This is a descriptive research. The population of this research is all regency/city in Papua Province, they are, 28 regencies and 1 city. Based on Area Cluster Sampling, 3 (three) regencies in the northern part, 4 (four) regencies/city in the center, and 3 (three) regencies in the southern part of Papua
Province were chosen. Data is analysed by using the Klassen Typology Model, who mapped the sector into 4 quadrants. Then, compare it with their vision and mission statements of each of regency and city. The results show that each of regency/city has distinctive characteristics in advantage sector. There are 2 sub sectors of excellence exist in all regencies and city, namely fishery and forestry. Cumulatively, there are 86 sub sector flagships that are owned by all districts/cities, but only 34 sub sectors clearly imply the vision and mission statements in each of regency and city.
